The Ontario Lottery and Gaming Corporation (OLG) has partnered with Integrity Compliance 360 (IC360) to strengthen sports betting integrity across its PROLINE platform.
Announced on October 27, 2026, the agreement introduces three technologies designed to detect suspicious wagering, prevent prohibited betting, and protect sports participants from abuse.
The partnership brings together an integrity monitoring dashboard, ProhiBet, and Bad Actor technology. Each tool addresses a different risk, giving OLG additional resources to oversee betting activity and safeguard Ontario's regulated sports betting market.
OLG Introduces Three Integrity Protection Technologies
IC360's integrity monitoring dashboard combines global betting odds, anonymized wagering activity, and data involving referees and other officials.
By bringing these information sources together, the system helps OLG identify unusual betting patterns that could indicate suspicious activity or potential match-fixing.
Meanwhile, ProhiBet focuses on preventing restricted individuals from placing prohibited wagers. The technology checks active customers against databases of people barred from betting on covered sports or events.
These individuals can include athletes, coaches, referees, and league administrators.
ProhiBet also uses one-way cryptographic hashing to support privacy-conscious screening. This approach allows participating organizations to compare relevant records without directly exchanging the underlying personal information in its original form.
The third component, Bad Actor, addresses threats and harassment targeting sports participants. Developed by IC360 in collaboration with Signify, the technology allows participating leagues, teams, and governing bodies to flag alleged offenders for review.
The system can help identify individuals associated with threats, fraud, or abusive conduct involving athletes, coaches, referees, and sports organizations.
Together, these technologies extend sports betting oversight beyond wagering transactions. They also address the wider integrity and safety concerns affecting professional sports.
OLG Emphasizes PROLINE's Betting Integrity
OLG said the partnership reinforces its commitment to protecting its betting operations and customers. The corporation will use IC360's monitoring and alert systems alongside ProhiBet's prohibited-bettor screening capabilities.
"Maintaining the integrity of our PROLINE gaming platform is always paramount," said OLG Senior Director of Digital Sports Product and iSports Product Greg Sindall. "IC360's robust monitoring and alert systems provide real-time feedback to ensure that our business and our players are protected. Additionally, ProhiBet flags prohibited players, preventing them from wagering on our events."
The agreement also marks a milestone for Bad Actor's adoption in Ontario. OLG becomes the first government agency in the province to adopt the technology, highlighting the growing emphasis on proactive integrity measures within regulated gambling.
"As the first government agency in the province to adopt our Bad Actor technology, OLG is proving itself as a true first mover – demonstrating how crown corporations can proactively protect sports participants and elevate market oversight," added Schempp. "We are thrilled to welcome them into the ProhiBet and Bad Actor ecosystems."
IC360 Expands Its Role in Ontario Gambling
The agreement builds on IC360's existing relationships across the North American sports betting industry. The company works with major sportsbook operators, including bet365, BetMGM, DraftKings, FanDuel, Caesars Sportsbook, and theScore Bet.
It also provides integrity services to professional leagues such as the NBA, NHL, MLB, and MLS.
Additionally, IC360 has contributed to Ontario's responsible gambling infrastructure through its work with DataWorks on BetGuard. Launched in May 2026, the centralized self-exclusion system allows eligible users to exclude themselves from participating regulated online gambling platforms through a single process.
Although BetGuard serves a different purpose, the initiative illustrates IC360's involvement in several areas of Ontario gambling oversight. The new OLG partnership adds another layer of integrity monitoring and protection to that broader work.
Partnership Targets Wider Sports Betting Risks
The adoption of IC360's technologies reflects the range of risks facing regulated sports betting operators. Suspicious wagering can raise concerns about potential manipulation, while insider betting creates conflicts involving people with access to sensitive sporting information.
At the same time, threats and harassment directed at athletes and officials have become important concerns for sports organizations. Bad Actor brings those issues into the wider integrity framework supporting OLG's PROLINE operations.
However, the technologies' effectiveness will depend on implementation, reliable data, and appropriate responses to alerts. The partnership establishes additional tools for identifying potential problems, rather than proving that specific incidents have already been prevented.
For OLG, the agreement strengthens its approach to monitoring betting activity and protecting sports participants.
It also positions the corporation among the Ontario organizations adopting specialized technology to support a more transparent and accountable sports betting environment.
