Tennessee Governor Bill Lee has signed HB 1885/SB 2136 into law, officially banning sweepstakes casinos across the state. The legislation marks one of the strongest crackdowns on unregulated gaming platforms in the US online casinos market this year.

Lawmakers pushed the measure after months of mounting concerns over sweepstakes operators using dual-currency systems to offer casino-style games outside regulated frameworks. State officials argued that these platforms blurred the line between entertainment products and illegal gambling operations.

As a result, Tennessee gambling regulators and the Attorney General's Office now have expanded authority to pursue operators that continue serving residents. The law also arrives amid a broader national movement targeting sweepstakes casinos operating in legal gray areas.

SB 2136 Expands Enforcement Powers Across Tennessee Gambling Markets

SB 2136 specifically targets online sweepstakes casinos that allow players to redeem virtual currencies for cash prizes or equivalent rewards. The law covers casino-style offerings including slots, blackjack, roulette, poker, bingo, and similar gaming products.

Under the legislation, operators cannot offer dual-currency systems that simulate traditional gambling mechanics. Tennessee lawmakers argued that many sweepstakes casinos intentionally structured their platforms to avoid gaming oversight while still profiting from gambling-style activity.

The law also strengthens enforcement mechanisms against operators and affiliates connected to illegal gaming activity. Violators could face civil penalties, criminal prosecution, and potential felony charges under Tennessee statutes.

In addition, Tennessee regulators can now pursue companies that advertise or promote prohibited sweepstakes products within the state. Officials believe those broader powers will discourage offshore operators from targeting Tennessee residents.

TN AG States Warning about Sweepstakes Casinos

Attorney General Jonathan Skrmetti previously warned residents about the risks connected to sweepstakes casinos during enforcement efforts in late 2025.

"The only thing you can be sure about with an online sweepstakes casino is that it's going to take your money," said Attorney General Jonathan Skrmetti in a December news release. "They work hard to make these sweepstakes casinos look legitimate, but at the end of the day they are not. They avoid any oversight that could ensure honesty or fairness. Our Office was glad to chase these shady operations out of Tennessee and will keep working to protect Tennesseans from illegal gambling."

The release later warned:

"Other sweepstakes casinos currently operating in Tennessee or contemplating entering the Tennessee marketplace should consider themselves on notice that illegal gambling will not be tolerated."

Tennessee Sweeps Ban Progressed Rapidly From 2025 Into 2026

The Tennessee sweeps ban gained momentum after the Attorney General's Office issued cease-and-desist letters to nearly 40 operators during 2025. Several major platforms subsequently exited the state before lawmakers finalized SB 2136.

Throughout early 2026, legislators debated how sweepstakes casinos impacted consumer protections and state gaming integrity. Supporters of the bill argued that regulated Tennessee gambling markets could not compete fairly against unlicensed operators avoiding taxes and compliance standards.

Eventually, lawmakers approved SB 2136 with bipartisan backing before sending the measure to Governor Lee for final approval. His signature now formalizes the statewide prohibition.

Tennessee Becomes Latest State To Ban Sweepstakes Casinos

Tennessee now joins several states increasing pressure on sweepstakes casino operators across the country. Regulators and lawmakers continue scrutinizing whether these businesses unlawfully replicate casino gambling without licenses.

States including Montana, Connecticut, and Iowa already enforce restrictions or prohibitions against sweepstakes-style casino gaming. Meanwhile, lawmakers in states such as Oklahoma, New York, Maryland, and Louisiana have introduced similar legislation during 2026.

The growing trend could reshape how sweepstakes operators approach the broader US online casinos market moving forward. Many states increasingly favor tighter enforcement and clearer definitions surrounding unregulated online gaming products.

Although Tennessee maintains legal online sports betting, officials emphasized that SB 2136 specifically targets unlicensed sweepstakes casinos. Free-to-play games without redeemable prizes remain unaffected under the new law.
