The Wabanaki Nations are strengthening their presence in Maine's expanding gaming market through a broader partnership with Caesars Entertainment. The agreement comes as the state prepares to launch regulated online casino gaming following recent legislative approval.

The Penobscot Nation, Houlton Band of Maliseet Indians, and Mi'kmaq Nation have expanded their existing sports betting relationship with Caesars to include online casino operations. This move positions the tribes to capitalize on Maine's upcoming iGaming market while creating new economic opportunities for their communities.

Importantly, the expanded partnership also reinforces the tribes' exclusive role in the state's online casino industry. Once regulators finalize licensing and operational rules, the three nations will offer digital casino gaming through Caesars' established platforms.

Details of the Expanded Partnership

The expanded agreement builds on the successful collaboration between Caesars and the three Wabanaki Nations, which began with the launch of mobile sports betting in November 2023.

Under the new arrangement, Caesars will power online casino operations for the Penobscot Nation, Houlton Band of Maliseet Indians, and Mi'kmaq Nation once Maine's regulated iGaming market opens.

Players will eventually gain access to three distinct digital casino brands designed to appeal to different audiences across the state. These include Caesars Palace Online Casino, Caesars Sportsbook & Casino, and Horseshoe Online Casino.

Each platform will feature online slots, table games, and additional casino content, pending regulatory approval. In addition, Caesars plans to offer a Universal Digital Wallet and a unified login across its sportsbook and casino apps. 

These features will allow players to move seamlessly between sports betting and casino gaming while using a single account and shared wallet.

The deal also reflects the growing importance of tribal partnerships across the US online casinos market. States increasingly rely on tribal operators to lead regulated online gaming while preserving exclusive gaming rights.

Meanwhile, Caesars continues expanding its digital footprint by extending existing relationships instead of pursuing entirely new market entrants.

Wabanaki Nations Representatives Endorse the Partnership

For the Wabanaki Nations, the agreement represents more than an expansion of gaming products. It strengthens long-term partnerships while creating additional revenue streams that tribal governments can reinvest into their communities.

Chief Kirk Francis of the Penobscot Nation said the tribes' existing relationship with Caesars gave them confidence to expand the partnership into online casino gaming.

"Our experience working together on sports wagering has demonstrated the value of aligning with a partner that respects our sovereignty, understands our communities and is committed to long-term success for the Wabanaki Nations," Francis said.

Chief Sheila McCormack of the Mi'kmaq Nation said the expansion represents another opportunity to strengthen tribal economies while maintaining responsible gaming standards.

"Expanding into online casino gaming allows us to continue creating economic opportunities for our people while ensuring that any future platform is developed in a responsible, well-regulated manner that benefits the tribes and the state," McCormack said.

Chief Clarissa Sabattis of the Houlton Band of Maliseet Indians also highlighted the long-term financial impact the new venture could have on tribal communities.

"Internet gaming revenues will provide our tribal government with a more secure, long-term source of revenue that will help us provide essential services and make critical investments in community infrastructure," Sabattis said.

Current State of Maine's Online Casino Industry

Maine officially cleared the path for regulated online casino gaming after lawmakers approved LD 1164 during the 2025 legislative session. Governor Janet Mills allowed the bill to become law without her signature in January 2026. This paved the way for a new chapter in Maine gambling.

The legislation grants the Wabanaki Nations exclusive authority to operate online casinos through commercial gaming partners.

As a result, Maine joins a small but growing group of states with legal online casino legislation. However, residents must wait before wagering begins.

The Maine Gambling Control Unit must first develop the following:

  • online casino licensing procedures
  • establish regulatory standards
  • approve participating operators before any platform can launch

Consequently, no official launch date has been announced. Industry observers expect regulators to spend the coming months finalizing the framework needed for a safe and competitive marketplace.

Why Lawmakers Approved Online Casinos

Supporters argued that regulated online casinos would provide long-term economic benefits while allowing the Wabanaki Nations to strengthen financial independence.

A major objective of the legislation centers on workforce development. New gaming revenue is expected to support job creation, employee training, and long-term career opportunities across tribal communities and related industries.

Lawmakers also emphasized socioeconomic reinvestment as a key reason for approving online casino gaming. Tribal governments plan to direct additional revenue toward healthcare, education, housing, public services, and community infrastructure.

Supporters believe these investments will help strengthen tribal economies while expanding opportunities for future generations.

At the same time, regulated online gaming provides Maine with an opportunity to channel existing consumer demand into a controlled market. 

That approach offers stronger consumer protections while generating economic activity that benefits the Wabanaki Nations and the broader state economy.

As regulators complete the licensing process, the Wabanaki Nations remain at the center of Maine's online casino future.
